The 16th of September 2026 marked a historic moment for the Reconciliation Corridor Initiative on the E&N Railway.
The federal government’s $500,000 contribution toward completing the Reconciliation Corridor Initiative's feasibility study represents the first federal investment in the railway since the 1880's!
We were reminded that the railway helped bring Vancouver Island into Confederation, and Chief Thomas of Esquimalt (Xʷsepsəm) First Nation shared important history and impacts the railway has had on the nations.
On Dec 11th, 2025, the Songhees and Esquimalt (Kosapsum) Nations created and signed an agreement with the CRD Mayors exploring passenger rail on the Langford to Victoria section of the E&N
"The agreement establishes an indigenous led exploration of how to realign the corridor to fit the needs of the Lekwungen Nations. The partners will explore broader opportunities such as transit-oriented development and economic development opportunities for the Nations at key areas along the corridor, including on reserve lands where desirable; unused sections would be returned to the Nations."
The Reconciliation Corridor Agreement initiated a Technical Feasibility Study
Informed by a newly minted ridership study completed in March 2026, the Island Corridor Foundation has started the Rail Corridor Initiative Phase 1 Technical Feasibility Study, taking the next step toward determining how the railway can once again serve Island communities.
This study will provide the engineering, operational, and cost analysis needed to move the conversation from "if" to "how." After years of discussion, we're seeing real progress toward understanding the full potential of the Island Rail Corridor and preserving this irreplaceable transportation asset for future generations.
Jeremy Caradonna "The RCI steering committee has hired the best consultants around to give precise data on ridership, costing, location of stations, location of bumpouts for two-way traffic, etc. These technical analyses have never been completed before along the 15km stretch between Langford and Vic West, and are much different than the high-level costing analysis from 2017-2018 for the entire line.
This work is being led by First Nations with the intention of implementing the analyses into action. If the studies come back positive, then we will have a community conversation about how this all gets paid for and what the governance structure of the managing entity would be. "
