On Dec 11th, 2025, the Songhees and Esquimalt (Kosapsum) Nations created and signed an agreement with the CRD Mayors exploring passenger rail on the Langford to Victoria section of the E&N
"The agreement establishes an indigenous led exploration of how to realign the corridor to fit the needs of the Lekwungen Nations. The partners will explore broader opportunities such as transit-oriented development and economic development opportunities for the Nations at key areas along the corridor, including on reserve lands where desirable; unused sections would be returned to the Nations."

The Reconciliation Corridor Agreement initiated a Technical Feasibility Study
Informed by a newly minted ridership study completed in March 2026, the Island Corridor Foundation has issued the RFP for the Rail Corridor Initiative Phase 1 Technical Feasibility Study, taking the next step toward determining how the railway can once again serve Island communities.
This study will provide the engineering, operational, and cost analysis needed to move the conversation from "if" to "how." After years of discussion, we're seeing real progress toward understanding the full potential of the Island Rail Corridor and preserving this irreplaceable transportation asset for future generations.
