Reconciliation Corridor Agreement

Community members gather for a historic partnership agreement on the Island Rail Corridor future.

The Reconciliation Corridor Agreement

On Dec 11th, 2025, the Songhees and Esquimalt (Kosapsum) Nations created and signed an agreement with the CRD Mayors exploring passenger rail on the Langford to Victoria section of the E&N

"The agreement establishes an indigenous led exploration of how to realign the corridor to fit the needs of the Lekwungen Nations. The partners will explore broader opportunities such as transit-oriented development and economic development opportunities for the Nations at key areas along the corridor, including on reserve lands where desirable; unused sections would be returned to the Nations."

Technical Feasibility Study is officially moving forward!

The Reconciliation Corridor Agreement initiated a Technical Feasibility Study

Informed by a newly minted ridership study completed in March 2026, the Island Corridor Foundation has issued the RFP for the Rail Corridor Initiative Phase 1 Technical Feasibility Study, taking the next step toward determining how the railway can once again serve Island communities.

This study will provide the engineering, operational, and cost analysis needed to move the conversation from "if" to "how." After years of discussion, we're seeing real progress toward understanding the full potential of the Island Rail Corridor and preserving this irreplaceable transportation asset for future generations.

More information about the technical feasibility study can be found at

The Reconciliation Corridor Initiative is delivering on Government Priorities

The Reconciliation Corridor Initiative is delivering on Government Priorities using an entirely new approach to planning transportation infrastructure with First Nations leadership and the principles of Shared Prosperity.

🏡 Transit Oriented Development and Affordable Housing
🍁 Supports Investment in Canada's largest naval base
💲 Advances economic development around the shipyards
↘ Reduces Green House Gas pollution
🚘 Addresses current and future traffic congestion

Images and information taken from a presentation given to the CVRD (Cowichan).  Note the middle image by Perkins & Will that validated that double track, green space, a utility corridor and the multi-use trail all fit within the bounds of the ROW.
