
On Dec 11th, 2025, the Songhees and Esquimalt (Kosapsum) Nations agreed to advance a shared vision exploring passenger rail on the Langford to Victoria section of the E&N
"The agreement establishes an indigenous led exploration of how to realign the corridor to fit the needs of the Lekwungen Nations. The partners will explore broader opportunities such as transit-oriented development and economic development opportunities for the Nations at key areas along the corridor, including on reserve lands where desirable; unused sections would be returned to the Nations."

This agreement covers approximately 13kms of the 289km railway in the Capital Region of Southern Vancouver Island.
Light Rail Transit / Trams are being considered in this section as reported in the news.

The Reconciliation Corridor Initiative is employing both Stewart Group and HDR, building on previous work by Stantec, HDR, and Modus.
The Stewart Group project page shows they've worked on the Valley Line LRT Stages 1 and 2, Honolulu Rapid Transit, the Eglinton Crosstown LRT, a Fraser Valley Regional Rail Concept, the Broadway Subway Project, and the Capital Line South Phase 1 Extension, providing Procurement Services, Business Case Development, Program Integration, Project Leadership and Governance, Due Diligence, Strategic Direction and Market Growth and Pursuit strategies.
