Vulnerable persons are defined as those individuals who
due to their age,
a disability,
or some other circumstance,
whether permanent or temporarily,
are either in a position of dependence on those around them
or are otherwise at a higher risk than members of the general public
of being harmed in some way
by someone in a position of authority.

More independence!
Vancouver Islanders
that have become, or are disabled
like their independence too!
and in my experience,
prefer mobility options they can use
without needing assistance,
to reach appointments
to see friends and family
to commute!
to shop
They have already have to deal with the Mental
health impacts that hit anyone that loses abilities
they once knew and took for granted.
Counsellors are there to help with that for sure,
but there have been
numerous studies that show
being out in, or viewing nature
has a calming effect on the mind.
It's therapeutic!
Sure they can take a bus, but would you choose the busy road or
Spectacular world renowned views?
The "disadvantaged" is a generic term for
individuals or groups of people
who
face special problems
such as
Physical or Mental disability, or
Lack money or Economic support!
The spectrum of afflictions is mind boggling
But
lowering travel costs,
simplifying travel,
and
watching Vancouver's spectacular views
on the way up and down the island
Is Therapeutic!
Driving after dark
For many Vancouver Islanders,
particularly if its raining or any other kind of kind of weather other than
"clear and brightly moon lit"
Can put Islanders that deal with
Night Myopia at risk when driving,
and that puts everyone else at risk too!
So they don't drive at night!
Those super bright LED headlights
in so many vehicles now
are literally
blinding to a Night Myopic!
Sometimes they have
no other choice but to drive!
Body pain and injury
is certainly something the Elderly often deal with,
but anyone might have to deal with it!
Modern trains have
at-level (no step) entry,
Wheel Chair spaces,
cane or crutch friendly space inside,
and are guide-dog friendly.
Trains are
super smooth when they travel on a new rails!
and you wouldn't need to transfer anywhere
before your terminal destination anywhere between
Victoria and Courtenay!
